Best Winter Bibs by Far

Have tried Specialized, GoreWear, Rapha, but Pearl Izumi has the smoothest, most comfortable, winter thermal bins. Commute 5 days/week, 25miles/day, rain or shine, cold or hot, year round, and these bibs got me through the last half of past winter without issues (got into an accident and was wearing GoreWear previously). For super cold days, below '10' to '20'C add thermal base layer' otherwise you're good with these in the '9 to 5'C range. You stay warm even with wet snow or wet rain. Anything above these temps, they'll get too hot. I'm 210lbs, 6' tall, got the XL. Nice and snug, with room for a base layer if needed. Good compression without being tight. Ankle openings are way easier to put on then other brands, and the shoulder straps are soft (not webbed and scratchy like other brands) and perfect length without being too tight.

This is not the most comfortable pair of tights because the fabric is fairly heavy and has less stretch than others. It is not something I'll choose to ride routinely. But after riding in a 32 degree rain I can attest that it actually repelled water and kept me remarkably warm. The lack of stretch makes sizing a challenge. At 165#, 5'10' I wear 32/32 for street pants and frequently fall between a large and medium with bibs and tights. The large seems a tad big, but I'm not sure I'd want to fight getting in and out of a medium.
